So far nothing seems to have been posted about the results of the
nomenclatural sessions at the Tokyo conferencea (or itf it was, I mised
it).

Tony Orchard of the Australian Biological Resources Study, has kindly
provided his personal summary of what transpired.  He stresses that this
is in no way official, but may give those who were unable to attend an
idea of what happened.

ABRS is not on the network yet but should be in a matter of a couple of
weeks.


Voting on Nomenclature Proposals

acceptance a proposal needed a 60% majority.  Most were decided on a
show of hands, but 15 went to a card vote.  A dash (-) indicates that
the proposal received a 75% "no" postal vote and was not further
considered.  Yes indicates proposal accepted, No rejected, ed.c
referred to Editorial Committee, g.c referred to General Committee,

Summary:

Some of the major points arising from the above are:

1. The term "phylum" can now be used interchangeably with "divisio"
in Botany (but not interestingly enough, in zoology or bacteriology.

2. The NCU proposal did not succeed (it received a 55% vote but
needed 60% to succeed).  However, a note will appear in the
introduction to the Code asking botanists not to adopt disruptive
names for purely nomenclatural reasons, and in particular to try to
respect the names on existing NCU lists.  This is not mandatory of
course.  A further note will draw attention to the list of names for
Penicillium and Aspergillus, pointing out that this has general
agreement and should therefore receive special consideration, but
again compliance is not compulsory.  A Special Committee has been set
up to report to the next Congress on ways in which NCU might proceed,
if the principle were to be accepted in 1999. Another package of
proposals will be put to that Congress.

3. The Articles dealing with Conservation and Rejection of names were
broadened.  It is no longer necessary to show economic importance to
have a species name conserved.  Conservation will now be possible for
any name at family, genus or species level (but not at intermediate
levels).  To a large extent this will counteract the defeat of NCU,
because disadvantageous nomenclatural changes can quarantined by
these mechanisms, on a case-by-case basis.

4. The proposals regarding genomically-defined taxa were convincingly
defeated.

5. The proposal to use English as an alternative to Latin was
convincingly defeated.  However, the Fossil taxonomists successfully
introduced an amendment which will mean that new fossil taxa will in
future be described in either Latin or English (previously any modern
language was accepted).  This represents a tightening of the
provisions for Fossils only.

6. It was recognised that the Standing Committee on Hybrids had not
met or done anything constructive for some years.  It was therefore
abolished, but replaced by a Special Committee on Hybrids, to report
to the next Congress.

7. The following Special Committees were authorised.  Membership
   should be finalised by the end of the year.

   1. Names in Current Use
   2. Hybrids
   3. Harmonising Botanical, Zoological & Bacterial Codes
   4. Lectotypification (including definition of what constitutes a
      specimen)
   5. Electronic Publication & Databasing and its impact on Nomenclature
   6. Orthography

8. The next IBC will be held in St. Louis, Missouri, in
August-September 1999.  Invitations have already been received for
the IBC in 2005 to be held in either England or China, but the
process is still open.

I shall be happy to discuss any of the above votes or points in more
detail if required.  Please remember that the scoring of votes is my
personal tally, and is not necessarily absolutely accurate (although
I think it is!).
