Earthweek's giant weed

The Earthweek column in the 27 July 1994 Portland Oregonian under the
heading "Stalin's revenge" mentions a 13' poisonous stinging plant with
leaves the size of open umbrellas. Plant apparently was developed
during biological experiment in Kazakhstan and used to feed cattle. Cattle
produced richer, but bitter milk. The plant was brought to Poland during
the 70's and is spreading. Anyone know what it might be? A monster
Urtica? Or something else?
