When preparing my doctoral dissertation, all material for each species
was included.  For new taxa the Latin diagnosis, description, discussion,
etc. were included.  Preceeding the Table of Contents, a pages was
included with the following statement in the center of the page,
  "The new names preposed in this dissertation are not intended to meet
the requirements for formal publication under the International Code of
Botanical Nomenclature, but rather to indicate the intent for future

In my opinion a page with the above statement must be included in every
thesis and dissertation to avoid future nomenclatural problems (or is
that mischief?).
