Using the ESA certified ecologist program as an example again, the program
addresses a perceived need for professionals in academia, private industry
and government, but it does not strictly require membership in the
reviewing organization (ESA). Applicants are reviewed based on education,
experience, and demonstrated expertise - as I tried to say before - on
their resume including work experience and products.

One key element here is a professional organization that sees certification
as a valuable activity, with members willing to serve on such a review
committee.
