herbarium value

In reading through the details of the fees discussion, one
monetary item needs more consideration.  Specifically I
refer to the inclusion of collecting costs into the specimen
valuation.  How does one estimate such a cost when the
specimen(s) was not collected by herbarium staff?  In the case
of many specimens being deposited from an outside source (such
as the Natural Heritage Program) does one include that estimate
of collecting costs in the total herbarium valuation but then
credit the donor (I have no problem with crediting the donor
but my administration might look at things a little differently
..."why don't they just maintain their own herbarium?").
"Average" costs of collecting will fluctuate widely from year
to year and even within lots of collections (i.e., a
hundred plants are collected from one location vs. two or three
plants from one location).  Figuring costs of time to mount
and supplies is the easy part but when collecting costs get
figured in, and then administrators start comparing herbarium
against herbarium (as they have with some other items) then the
question of "how come herbarium X is valued so much higher than
ours yet ours has more specimens?" will definitely arise.
I would rather see some "formula" that can be applied at least
somewhat uniformly.
