I would be happy with a archived email list with something like 'the Kew
Records of Taxonomic Literature' and records as in the Index Kewensis.

It must be possible to get this done in the taxonomic community, to make
members responsible to send records published in one or a few papers
(bulletins), to keep it complete.

Is this a bad idea? I'm willing to cooperate, it is no extra work, doing
this for my own database too!
