Web citations

I've said it before and I'll say it again: The solution to both
accessibility and permanence, for new species descriptions, lists of
specimens, or whatever, is simultaneous publication in paper and electronic
(usually Web) formats. We could do this with descriptions immediately, with
no change to the rules of nomenclature--the paper publication would be the
"official" one. The only disadvantage that I can think of to this is that
Web-based information is ordinarily free (although try getting the
Encyclopedia Brittanica for free :-), and paper publication is subsidized
by library subscriptions. But that is a commercial problem, not a
bibliographic one.
