Is there a simple program for producing county dot maps?

Is anyone aware of a simple, inexpensive program for producing county dot
maps (simple and inexpensive as opposed to things like Arc/Info)?  Ray
Angelo described one (MicroCAM) that interfaces with WordPerfect 6.0
(Rhodora 96:  190-194, 1994), but that works only with WordPerfect and it
sounds as if it requires some manipulation.  I would like something that
interfaces with Access.  Surely, in this day and age, there is something
that will do such a seemingly simple operation!
