Is there a simple program for producing county dot maps?

GNUPLOT is free, and could probably do what you want, but its interface is
a little hostile to the first-time user. It reads columns of ASCII text,
so export your data from any program in this form. It can do various kinds
of plot. Its main advantages are working properly and being free. It may
be worth a try before spending money on something else.
