This is in reply to Joseph Laferriere's three questions:
> Under the registration proposal as currently envisioned, how can a
> reader tell from looking at a newly published name in a journal whether
> or not it has been registered?
You would not be able to tell. You could assume that the name ought
to be registered if the journal were accredited, but you would need
to check the database of registered names to be certain.
> Is there a maximum time limit after which the name is dead and cannot be
No, not in the current format of registration.
> From which date is priority calculated, the date of publication or the
> date of registration?
The date of registration.
