Because they are ordinarily indistinguishable, except by explicit
statements of ancestry.

Ironically, if I understand Kinman's web page correctly, Woese's
three-domain scheme could fit his views quite nicely simply by accepting a
paraphyletic Eubacteria and possibly also a paraphyletic Metabacteria.
