There is nothing new here.  Many times a paper will be written by 2 authors,
but only one is taking credit for the new species name.  Or, 2 authors will
have written the paper, but 3 authors will have credit for a new species
name.  All you need do is look at the citation of the new species.  It does
mean that you cannot necessarily know who the authors of the species are
simply by looking at the authors of the paper.
