All the issues are solved by dual publication: paper for permanence,
electronic for access. All the codes currently permit this (the paper copy
being the relevant one at least in ICBN). The only issue is economic: who
will pay for the paper copies? That's part of the broader issue of access
to scientific literature, which will be solved, or not, regardless of what
we do with nomenclatural publication.
