Student Field Trips to or through the USA

Dear all

Can anyone tell me how I can convince the US immigration to let
non-Visa waiver students transit through the USA? As these
students have no property, job or family ties in Britain, the London
Consulate will not issue visas.
This is for our Biodiversity and Taxonomy field course to Belize
(having to overnight in Miami). Any help would be appreciated.
