It appears to me that the Code is unambiguous.  Article 6.1 states that "the scientific name of a subgenus .... must be interpolated in parentheses between the generic name and the specific name; it is not counted as one of the words in the binomen ... 

If your contention were true, it would mean that Smith, 1900 created two nomina, Aus xus Smith and Bus xus Smith.  

If there had happened to be a Bus xus Brown, 1890 it would not be a primary homonym of Aus xus Smith, 1900 even if in original form the later name was proposed as Aus (Bus) xus Smith.
