[Taxacom] Sargasso sea flies (Diptera)

I have known ornithologists to get their insect orders confused
occasionally.
I wonder if your friend is mistaking Halobates (Hemiptera) for a fly?
I am not aware of any Diptera that breed so far from land.

of fly he is finding in huge numbers in the Sargasso sea.  It
apparently breeds there.  Might anyone suggest a taxon?
