[Taxacom] highest number of new species described in one paper

I would look at Martius' Flora Brasiliensis - the last volume of which 
was published in 1906.

I don't know the numbers, but it would be quite high - but then it may 
have been published in fascicles - I don't have the details with me at 
the moment.
