The best thing I can say about permitting in Hawaii, where I've done
most of my work, is that the ease of getting a permit is inversely
proportional to how well the area is managed for conservation. The
people who manage the natural area reserve system recognize the value of
having scientists do research in them because the reserves are
undersurveyed, whereas the directors of state parks (which are largely
for recreation and not conservation) are sometimes more interested in
maintaining control over their little fiefdoms.
