[Taxacom] [Fwd: progressive permitting regimes] -- again

I didn't have any problems collecting in Cameroun back in the 1980's
but it did take, as I remember, about 2-3 months between the time of
my application and my obtaining the permit. I applied from the U.S.
before going to Cameroon so part of that time was mailing time for
the application and for the permit.
