[Taxacom] Was page priority ever a Rule of the ICZN?

I would like to thank Dr. Gaimari for finding references I overlooked. His
typing is excellent as his transcription of pp. 66-67 of the Copenhagen
Decisions is exact.
Part 1 of the Copenhagen Colloquium agenda itemizes "Problems
postponed from ... Paris, 1948 for further consultation with
interested specialists and for submission to the fourteenth International
Congress of Zoology, Copenhagen,
1953." Item 38 (of 63) is simply: "Article 28: proposed restoration,
in whole or in part, of the First Reviser principle." I have not yet
located the "working paper" for the discussion.
Tracing evolution of "page precedence" would be interesting ("who proposed
the wording in the 1948 Règles?") but probably impossible. If anyone has a
.pdf of the 1948 Règles, I would certainly like to have a copy.
