Those were the eventswhich took place 18 years ago (Tokyo) and 12 years ago (St Louis) ... nothing new on this topic was proposed 6 years ago (Vienna) so the mycologists introduced a voluntary system in late 2005 and this was a great success with 80% of new names (new taxa, new combinations, replacement names) registered by 2010. This voluntary system becomes mandatory from 1st January 2013 (after the Melbourne Code is published).

My understanding is that the botanists voted for registration (for a trial
period) and at the next Congress abandoned registration.
