[Taxacom] validation of taxon names

Although getting a uniformly agreed-upon name for everything is
unrealistic, it is possible to get general taxonomic agreement that
many names that appear widely online are wrong.  Having a way to tag
wastebasket or other wildly overused names would catch a lot of
problems, especially if it were coupled with some tips on what are
credible.  E.g., Pleurotomaria is an upper Mesozoic gastropod, and
older usage of the name from early Paleozoic to Recent is no longer
accepted.  Similarly, some obvious errors in the data could be caught
by a bit of internal checking.  E.g., mapping the distribution with
one outlier on the opposite side of the globe strongly suggests that a
lat/long was entered incorrectly (especially when a Caribbean marine
form is shown in the Himalayas).
