[Taxacom] Kickstarter for Taxonomy

Without getting into specifics of the current budget (someone else who has that authority can answer that question), I can however give a bit of history into the budget of the ICZN when I was its president 10 years ago. Remember these figures are 10 years old -- they do not get smaller with every year. Inflation and the cost of living causes them to get significantly larger.

At that time the total expenditures were £69814.

The majority of that was for salaries (none were full-time salaries then and none are today). Other expenses were for printing of the Bulletin (£10700), office supplies, depreciation of office equipment, and funds for attendance at one meeting in Bangkok (£1255).

Ten years ago we knew that at the rate of continued increased costs to run the Secretariat and the continued decreased revenue stream (mainly sales of the Code, subscriptions to the Bulletin, and donations), the ICZN would go broke in 4 years. Thus, there would need to be an injection of quite a bit of funding from which the office could then work off of the interest earned. We organized an "appeal" -- and made a presentation at the Bangkok Pacific Science Congress regarding that.

Larger donations from various sources did in fact come in and postponed the inevitable for 10 years rather than the initial projected 4 years. However, the appeal did not get anywhere near the millions that were necessary to keep the ICZN functioning off of interest of an endowment of sorts.

Attempts to gain more revenue elsewhere were thwarted with folks not wanting to buy the Code nor subscribing to the BZN and a clamoring instead for everything to be available for free and digital. So, ICZN was left with operating almost solely from donations.

The fact that the current expenses seem to some to not be a trivial amount is quite possibly due to a lack of understanding of how the Secretariat has operated now and in the past and the cutbacks that have continually been made over the decades to cut expenses yet still able to keep cases flowing in and out as fast as possible to allow nomenclatural questions to be answered in a timely manner.

The donate button is nice, but "be assured" it is not the ultimate answer -- it is only a band-aid solution that will continually have to be sought in order to keep the ICZN afloat. What is still needed is a large endowment to secure the work of the Secretariat now and in future years without having to seek continual donations.

Either that or develop a completely different way of processing the dozens and dozens of cases that come in each year. If someone has a solution to that, please speak up!

This is not an answer to Stuart's question, just a redirection. Any time a
broke charity answers questions with "Be assured" rather than "Here are
the data" it is worrying.  Back to Stuart's question:

Are the finances open for inspection, how and where have they been
audited/revised? Or re-optimised?

As in all service oriented operations, it is mainly salaries. The ICZN
secretariat is heavily under-staffed, but there are still a few people
left. Life in London, as you know, is outrageously expensive. Be assured
that the ICZN does not pay opulent salaries.

I suggest is important to know how the ICZN justify the 'trivial' annual

support
the ICZN and know the important role played to arbitrate and support
biodiversity issues.
But, simplistically to fix a deficit, either earn more money and/or
reduce/refocus spending. I wish them to first be clear about spending.

I have just seen that on the new ICZN webpage there now is a 'donate'
button, accepting credit and other cards (through PayPal),
http://iczn.org/ .

Donating to the ICZN directly seems to be preferable. If, for US tax
purposes, a donation needs to be made to an US entity, then the
American
Association for Zoological Nomenclature might be an option,
http://aazn.org/default.asp?action=membership . They are registered
with
the IRS and support the ICZN (they actually sent a check of $10,000 to
the ICZN in 2011!) Membership is $20/yr.

The sums the ICZN needs to function seem to be trivial, but they are
not
so trivial if you don't have them. It is a worrisome situation.

For those interested in this option, one can go to the ICZN website and
make a donation by credit card or Paypal.  I would also encourage those
in
the United States to join the American Association of Zoological
Nomenclature whose mission is to support the ICZN. They seem to be a
low
budget organization and the funds that they raise go to support the
ICZN
and its mission.
