In the ICNafp there has been a redefinition of terms and
it is more complicated now ...

Once a final epithet has been combined with a species
name, a subsequent name with these same elements is 
not a new combination but is a new name (name at new
rank), with its own authorship. For example
 *  Fantastica magnifica subsp. parva Little (1945)
 *  Fantastica magnifica f. parva Big (1963)
would be different names, but the same combination ...
