[Taxacom] Identity of a hoverfly

No, it is a wasp, Order Hymenoptera. Family Vespidae. 
Note that the forewings are folded.  This covers yellow jackets, hornets,
thread-waisted wasps, etc.
I do know the genera and species.

I would appreciate it if someone might tell this botanist if this is a
hoverfly, and better yet, what genus and species this might be. This was
found near Enterprise, Washington Co., Utah, on Eriogonum microthecum var.
