Two names based on the same type are common and they are called "homotypic synonyms".

I think the point here is that the application of names is determined by types and that in the Plant [Check-]List, assuming the intention is to adopt a single taxonomy (as is the case for all checklist, otherwise it would be just a list of names - i.e. a nomenclator), to include two different names based on the same type is an error ... one of many according to Gurcharan. Or am I missing something?

Well, as a general rule, the accepted name depends on the taxonomy adopted.

In this case, if a traditional sense of the genus Acacia is adopted, the name Acacia modesta may be used. If a modern circumscription of Acacia is adopted, then the name Senegalia modesta would be correct.

Unfortunately, lists such as The Plant List (or GRIN) don't give out such underlying information. This is a regrettable limitation, but it comes with the format chosen.
