Tim, On quick glance this looks like a young (flower buds) Liatris. Hopefully another will confirm/correct!

"Ditch next to a high quality remnant prairie. Xeric. It's a fun mix for
the area. However, it is a cemetery. The other bordering cemetery is
managed in the normal way, so this could be anything. This would be in a
tallgrass ecosystem. Thanks! Any ideas would be appreciated."
