Minutes and seconds do not go above 60. 

So to confirm Fred, thus 67 degrees, 16.86' N; 16 degrees 37.77' W. 
(Sorry, my program will not print degrees)

* when I've seen these they mean:

  67º 16.86' N; 16º 37.77' W

...if this is the case, 34% of the mis-punctuated batches should be impossible.
