[Taxacom] Framework for Data Quality

A new publication in Plos 1 
by Allan Koch Veiga and others, lays out a Conceptual Framework for 
quality assessment and management of biodiversity data. This is a large 
piece of work that has taken several years to develop and arises out 
Allan's doctoral thesis from the University of Sao Paulo.

The document lays out a framework for data quality - whether it is users 
looking for data of a certain quality for their use, aggregators looking 
at presenting the data in a more consistent data quality framework, 
technicians building tools and services, or data custodians wanting to 
improve the quality of their own data.

This document is a key output from the TDWG Data Quality Interest Group 
and is a framework around which other products are being worked on and 
will be produced in the near future, including a fitness for use 
backbone (FFUB), tools and profiles based on the framework; a consistent 
set of core data quality tests and assertions based on Darwin Core 
terms; Fitness of use Use Case library and tools; and controlled 
vocabularies linked to many of the Darwin Core terms.
