[Taxacom] New genus name in title

To the best of my knowledge there are recommendations about this:

However not implicit rules with the code, ie recommendations 8 and 11 which
suggest its the first mention after the title that is the first declaration
of the name, and also that they should not be in the abstract, tables etc,
in which I feel the title is among these.

As this is recommendations though I guess it is not enforcible under the
code and their are plenty of new species and genera names described where
the new name appears in the tittle. Also if it does not include gen. nov
after it in the title then this is not the initial declaration of the name
anyway.
